Stable funding is critical for delivering programs and services to meet basic needs of economically insecure families and households. With shifts in federal funding, as well as in data collection and reporting, California counties need to be prepared for gaps and strategize new ways to fund programs.
Counties RISE

The Counties RISE project (Research Initiative for Service Essentials) is an agile policy research project that supports California State and county governments with monitoring and responding to federal funding cuts to county-level programs and services.

Challenge
Goal
The goal of the Counties RISE project is to quickly scan the landscape to capture emerging needs of state and local governments related to specific county programs and propose policy solutions and promising practices developed by those closest to those needs.
Results
The first Counties RISE project will focus on the State of California's Medicaid (Medi-Cal) program. The project will result in:
- A County RISE Playbook: A playbook that captures policy insights for improving health outcomes while also achieving greater efficiencies, based on existing data and analysis, as well as new data collected from surveys and interviews with county administrators
- A Counties RISE Webinar Series: A three-part webinar series that spotlights the insights of existing policy thought leaders and experts on the topic.
- A Counties RISE Convening in Sacramento: A convening in the California State capitol to present project finding and engages legislators in an action-oriented conversation.
