Dr. Shannon Arvizu
Dr. Shannon Arvizu is a sociologist, policy entrepreneur, and movement builder who helps government leaders harness the power of collective intelligence to build citizen-centered solutions aimed at improving quality of life.
While in federal service from 2022-2025, Dr. Arvizu led several large-scale policy initiatives, including the U.S. Department of Commerce FY25-28 Data Strategy and co-founding the White House U.S. Tech Policy Network of federal, state, and local data leaders.
Dr. Arvizu also has 15+ years of experience leading agile transformations, change management, and leadership development initiatives with mission-driven startups, Fortune 500 enterprises, and non-profits.

Amy Edward Holmes
Amy Edwards Holmes is a nationally recognized expert in data strategy, analytics, and public sector innovation. As Partner and Principal of Holmes Consulting Group, she advises governments at all levels on harnessing data, AI, and digital transformation to improve service delivery and strengthen public trust.
She previously served as Executive Director of the Bloomberg Center for Government Excellence at Johns Hopkins University and as Deputy Assistant Secretary at the U.S. Department of the Treasury, where she led implementation of the DATA Act and launched major financial transparency reforms. A Fellow of the National Academy of Public Administration, Amy brings over two decades of leadership across federal, state, and local government, blending policy expertise with a deep commitment to impact and integrity.

Loren Schulman
Loren DeJonge Schulman is a seasoned public sector innovation leader dedicated to creating a government that is more responsive, adaptable, and built in partnership with the people it serves. Today, at Telos Lab, she advises mission-driven organizations in strategy and change management, and she recently launched Future State, a nonprofit initiative focused on rebuilding and reimagining a government that delivers for Americans.
She recently served as the White House Office of Management and Budget’s Associate Director for Performance and Personnel Management, where she drove Administration priorities in customer experience, workforce transformation, evidence-based policymaking, permitting, and public engagement. Before OMB, Loren was Vice President at the Partnership for Public Service, leading research and developing data-driven solutions to critical government challenges.

Victoria Houed
Victoria Houed is an engineer turned policy entrepreneur who has dedicated her career to improving the tech policy ecosystem and government modernization. She was recently the Director of AI Policy and Strategy in the Office of the Under Secretary for Economic Affairs at the U.S. Department of Commerce and senior advisor at the POPVOX Foundation. Before that, Victoria was a manager at Schmidt Futures where she funded key science and technology policy initiatives and educated relevant stakeholders on how to best advocate for their policy ideas in the legislative and executive branches.
Before joining Schmidt Futures, Victoria worked as a TechCongress innovation fellow for former House Speaker Nancy Pelosi where she supported Pelosi during the COVID crisis on all things technology (including broadband, disinformation, antitrust and more).

Jed Herrman
Jed Herrmann is a policy design and implementation expert. Most recently he served as a senior advisor at the White House Office of Management and Budget where he worked on the effective implementation of trillions of dollars in federal programs. Before joining the White House, he served for three years at the U.S. Treasury Department where focused on the administration of approximately $600 billion in economic recovery programs from the American Rescue Plan.
Previously, Jed was Vice President for State and Federal Policy Implementation at Results for America where he led the state government practice and worked with governors across the country to improve the results of their economic mobility programs. He also served at the Corporation for National and Community Service in the Obama Administration and was Deputy Commissioner of the New York City Department of Consumer Affairs under Mayor Bloomberg.

Victoria Ferrari
Victoria Ferrari is a civic entrepreneur and policy strategist committed to building inclusive public systems that reflect the communities they serve. She currently serves as a National Urban Fellow at Georgetown University, where she has worked alongside policy leaders on issues ranging from AI governance to freedom of expression.
Previously, Victoria was Senior Program Manager at GET Cities Miami, where she led the GET Champions program to help tech leaders transform internal culture and operations to better support women, trans, and nonbinary professionals. She also served in the Miami-Dade County Mayor’s Office, designing equity dashboards and budgeting tools to strengthen small business participation. At the Human Rights Campaign, she led impact strategy planning and cross-departmental collaboration, co-developing research tools to evaluate equity initiatives and support policy engagement, with a focus on building scalable, inclusive systems.
